The PR5756 invoice has a favorable moment, but compiler tails also restrict its parameters. This package proves that (cutoff,floor)=(16,17) is the only integer pair for its existing 128-block tail contract. It covers every positive offset and every permitted rational decay. The full offset interval has endpoints near .0901726680035 and .193311515488; the unique optimum is near .141270802755, with decay infimum .975481788192714…. The old offset 1/5 fails for every permitted decay.

Source PR5756 is pinned at a1b338e5d9271b541f2a198f4fc19cefc565feed. Its complete JSON invoice has 66,852 paid calls and 13,390 targets. The proof uses convexity, monotonicity and directed rational arithmetic. A passing alternate decay shows why a fixed-decay failure alone does not prove infeasibility.

Validation: registered CPython3.12.14 replay; 640 exact rational-power cases; 80 independent Decimal power and 80 log checks; source and alternate passing points; infeasible cutoffs, floors and offsets; missing-count and source-corruption controls. The official scientific export passed -I -O -B with empty PATH, no Git and read-only files; all13 files retained bytes and modes. Only validation documentation follows scientific commit a5cc123d86a17e47eba7a58e2cd6b50ccc536162. Full-history provenance was unavailable in this shallow checkout; retained and remote source blobs match. Hosted CI and independent human review are pending.

This is a fixed-invoice tail theorem, not native admission, an entire compiler proof, a new kappa or a bound on changed invoices. The selected frontier and five assumptions are unchanged. The active R22 subspace optimization has a distinct scope.

Canonical claim and handoff. Credit Joel Pulikkan/GamingPuzzled PR5756, Ali Romman PR5751, flyingviper PR5718, the retained P104/native/controller contributors, and Jacob Alan Sussman, zxv and Cao Yifan for the compiler gates. New proof and checker by Ali Romman with substantial OpenAI Codex assistance, no subagents; not independent human acceptance. Apache-2.0.
