The latest G20 local native audit leaves the global caller as a separate obligation. This package binds the exact PR5708 stream to every controller/local operation and checks all 317004 events, 11022 arbitrary public inputs, 48 arbitrary dirty owned inputs, 56223 query sources and 2529 owned episodes. It imports no predecessor Python implementation. The exact local native theorem from PR5782 is an authenticated dependency.

The new finite interface certificate constructs all 111 rational port normalizers and both inverses, with denominator least common multiple 4. It proves that the actual local entrance/exit frames give the stage involution and central shear required by the controller. Reverse propagation checks every formal group-algebra coefficient on 32 banks. Separate forward and transpose scalar interpreters each check 122544900 coefficients through exact bitmaps. Every target has one public owner and its exact native interface. The peak live owned reserve is the full 48 banks.

The complete positive finite allowance is 952838314401 primitive invocations, including parking, owned state, query dimension work, routes and 10944 charged matcher coefficients. The actual targets require 7176 external routes; the retained allowance of 7320 includes 144 spare routes from retired helpers. This is a verified conservative bound, not a new κ or a speedup. Registered normal and optimized Python 3.12 replay pass in 8.98 seconds. Ten semantic controls reject false geometry/epochs, wrong routes and interfaces, dirty leakage, duplicate targets, missing charges and public erasure. Four actual frozen-source byte corruptions reject. Committed bytes/modes and official export pass. A separate read-only, Git-free replay with empty PATH under -I -O -W error -B passes in 4.08 seconds; all 34 exported files retain their bytes and modes. Validation.

This resolves the finite global binding, target/owned ledger, operator polynomial and base-fee audit boundary. It does not rerun the native audit or ordinary interval engine, prove physical tape tariffs, or discharge uniform compiler, stock, precision, analytic or compatible Gaussian/outer obligations. The source ordinary saving .003507719059749 is not re-admitted here. Hosted CI, full-history ancestry checking in this shallow checkout and independent human scientific acceptance remain separate.
