Conditional κ = 0.00162536523418317, +0.252% over #604 and +0.692% over #601. The conservative model gives 0.001625365231365566. The value comes from ASSEMBLY.json of the strict verify.py run on this package's literal owner map. The complex side binds; the bit value (#543, 0.0016538) does not, so κ is the same capped and uncapped.

Stacked on #604 (and through it on #601). The diff includes those commits until they merge. This PR adds one commit to research/complex-571-cold14/.

What changes relative to #604

The ck and jp8 provider words, every verifier script and every remaining build step of #604 stay the same. Only the dispatch and the literal owner map change (data/PLAN.json, data/OWNERS.json.gz), plus the recorded expected values in data/SPEC.json.

  • Dispatch moves to jp8: jp8 ×71 + ck ×1, from Conditional κ = 0.00162128508944984: cold factory-scratch helpers end at 4-dimensional frames on the PR601 witness (+0.439%) #604's ck ×44, atm3 ×22, jp8 ×6. The cold jp8 word's widths tile the idle children exactly, so 8, 9 + 7, 8 + 8 and 5 + 9 + 9 + 9 fill rank-8, rank-16 and rank-32 children. In the all-jp8 solution the only idle remainders are whole rank-48 children.
  • Exact integer owner map:
    • A per-owner-group CP-SAT pattern model with one helper per port per call, expanded literally by bipartite edge colouring (Kőnig); the verifier re-admits the map independently.
    • For the all-jp8 dispatch the integer optimum equals its LP bound.
    • The single ck call (the audit requires at least two dispatched providers) is added by a warm-started repair. It costs about 0.02% of b and is not proved optimal.
  • atm3 removed: atm3 is no longer dispatched, so its build chain and recipes are removed.

Checks

  • Strict global chain: PASS through bind, emit, the audit (23 controller mutants), invoice, assemble, 114 assembly controls, phase-timing and generated-identity.
  • Pins: verify.py --check-pins on a fresh git archive gives PINS OK.
  • Fresh archive: strict verify.py from a fresh git archive, with no baseline reuse, passes (40/40 stages; κ 0.00162536523418317).
  • Independent review (a separate Claude agent's re-implementation): it re-derived the paid profile from the words and OWNERS, and price104.b_exact reproduces the conservative κ. The owner map passes an independent checker (one helper per call, widths/ranks, windows, distinct families, prefix cells), and 11/11 mutant maps are rejected. It also confirmed that the all-jp8 integer optimum equals the LP bound exactly.

…on the PR601 witness (+0.368%)

research/complex-571-cold14 starts from PR601 (jeremykothe2, complex-571-hpem46) and appends one typed
build step, cold_end, to each provider chain (ck, atm3, jp8): in every call 14 cold factory-scratch
helpers (S b.10) end at a 4-dimensional frame instead of FULL (width 9 -> 4) under a refactored exact
cleanup (rank-0 dirt-spread premix at the head of A, 56 multi-gate lower-frame tail gates, the 46
inherited hyperplane-end gates, and an exact dyadic FULL remainder). Dispatch ck 44 / atm3 22 / jp8 6
and the literal owner map are re-solved for the new widths. Verifier: cold helpers may end below FULL
with (0, U) wrappers (exact Lemma A check per pair), a refactored-cleanup switch (exact replay both
orientations, dyadic, non-target), a row/column cone pre-check, and wrapper-order checks at both the
transport and the event level; 14 raw-word mutants for the new step. Builds on PR591/PR592/PR593/
PR596/PR600/PR601 (jeremykothe2), PR531 (icekylinx), our PR509/PR516/PR599. Build on this at your
own risk.

…ude Opus 5.5 via Claude Code)

Attribution line made exact; PR601's own attribution sentence is quoted rather than replaced, and the
inherited owner-map sentence now says it describes PR601's map. MANIFEST updated. No code, data or
kappa change.

…1-cold14 (+0.439% over PR601)

Same providers, cold_end steps, verifier and dispatch (ck 44 / atm3 22 / jp8 6); only the literal owner map
(data/OWNERS.json.gz, data/PLAN.json) and the recorded expected values in data/SPEC.json change. The map
comes from an exact pattern-restricted owner model (one helper per port per call, CP-SAT warm-started from
the annealed map) expanded literally by bipartite edge colouring; the package verifier re-admits it
independently. Paid profile {1:185792,2:32576,3:23600,4:14128,5:5040,6:2016,8:576,32:1,48:2094}.
README: new kappa, owner-map method, remaining headroom ~0.06 pt on this dispatch, and the jp8 note
(time-refinability does not bind at the LP level; the jp8-heavy gap is integrality and search).

…ct integer owner map for complex-571-cold14 (+0.252% over PR604)

Stacked on PR604 (1b795c5, kappa 0.00162128508944984). Providers, cold_end steps and verifier code are unchanged; the
dispatch moves from ck 44 / atm3 22 / jp8 6 to jp8 71 / ck 1, and the literal owner map is re-solved for it.

The map comes from a per-owner-group integer model (CP-SAT) over width patterns with the one-helper-per-port-per-call
constraint: on the all-jp8 dispatch it is solved to optimality and equals the LP bound (the time windows and
time-refinability do not bind), and one ck call is added by a warm-started repair model. The integer solution is
expanded literally by bipartite edge colouring (Konig) and re-admitted independently by the package verifier.
The audit needs two dispatched providers (substitution controls), so a pure jp8 dispatch is not packaged; the atm3
chain is no longer dispatched and its recipe files are removed. data/SPEC.json expected values are re-recorded
(31 -> 23 audit mutants, 155 -> 114 assembly controls with two providers).

kappa +0.252% over PR604 and +0.692% over PR601. README describes the change, the remaining gap to the
free-dispatch LP (about 0.026 pt of b), the certified scope of the 14 cold units, and other provider words.

…bjective note (review fixes)

Text only: the native complex lower bound now matches ASSEMBLY.json exactly,
the README says the ck and jp8 words are unchanged and atm3 is removed, the
owner-map table notes that its values are rounded CP-SAT objectives, and the
inherited NOTICE sentence is marked as describing PR601. MANIFEST updated; no
data, code or kappa change.
