100-PR batch review at Merged to Reviewed scope: Exact idealized dual exclusion in the fixed kernel102 whole-helper packing model; other circuits and interfaces remain open. The pinned scoped command passed; the batch ledger contains its command, input hashes, environment and log. This incorporates the research/tooling contribution and does not change the selected κ or discharge the inherited multiplication-theorem assumptions. Batch review, attribution and evidence. Thank you for the contribution. |

PR525's fixed kernel102 packing ceiling still holds after removing every positive fallback charge: the ideal rank moment alone exceeds one. This adds a standalone exact proof of that stronger cost statement, using two small pinned inputs and neither upstream moment engine.
2/10^11; its ideal-moment lower bound exceeds1 + 7/10^10atb = 6981767/5000000000.The numerical ceiling is unchanged: under the original outer relation,
kappa < 6981767/5006981767. The frozen local profile, helper widths, idle stocks, whole-helper assignment and paid-remainder model are explicit hypotheses. This does not reconstruct PR525's supplier, improve the selected frontier, or close its scalar/physical/all-size obligations.Validation in a network-disabled, read-only Python container:
python -B verify.py, plus 10 tests (26 negative cases) normally and under-O. An additional Codex review independently corroborated the inequalities using exact alternating Mercator/Taylor arithmetic; this is not human review or a Lean proof. No full supplier replay or GitHub CI result is claimed.Reproduce from

Recent PRs were checked for overlap through #852.Prepared by Chinmay (@chinmayarvind23) with substantial OpenAI Codex assistance. Chafik Boukhalfa (@chafreaky) supplied the model, source profile, original dual and numerical ceiling in #525; the new contribution is independent arithmetic verification and removal of the fallback-charge assumption. Upstream notices and Apache-2.0 attribution are retained.
