What does this PR do? What is the motivation?
Adds a sentence to the "Data to the Datadog intake" section of the RUM Browser SDK troubleshooting page clarifying how long it takes for events to appear in the UI after reaching the intake. Availability depends on the retention filter configuration: retained sessions appear in the RUM Explorer within a few seconds of the retention decision; otherwise it may take a few minutes. This is a common customer question with no public answer in the docs.
Also adds a link from the setup page's "Start monitoring" section to the troubleshooting page, so users who don't see data right away have a clear next step.
