Add Savings Plan simulation section to Commitment Programs (Preview)

What does this PR do? What is the motivation?

Documents the new Savings Plan simulation (Preview) feature on the Commitment Programs page, so FinOps users have public guidance for estimating the impact of a Savings Plan before purchasing it.

This adds a ## Savings Plan simulation section to content/en/cloud_cost_management/planning/commitment_programs.md covering:

• What it does — model a commitment against historical usage to estimate coverage, utilization, and savings.
• How to run a simulation — the input parameters (commitment amount, Savings Plan type, term, payment option, lookback window) and recommendation prefill behavior.
• How to interpret results — summary metrics, the projected-coverage time series chart, and the per-service coverage breakdown, with estimates clearly flagged.
• Best practices — sizing guidance and the estimation caveat.

The section is placed alongside the other Commitment Programs feature sections and reuses the existing Commitment Programs app link.

Open items before this is review-ready:

• Screenshot: the section references cloud_cost/planning/commitment-simulation.png, which still needs to be added to static/images/ (preview currently shows a broken image). Per the docs Screenshots and Videos policy, capture it in the demo org (or blur AWS account IDs, Savings Plan ARNs, and dollar amounts if sourced from staging with eng/PM sign-off).
• UI label accuracy: input/output labels were drafted from the product brief and need to be verified against the live UI.
• Feature is in Preview and the UX is still changing; wording intentionally stays concept-level to avoid churn.
