What changed in this PR
Migrates IdentityServer v8 sample UIs to Bootstrap 5.3.8, updating Razor/SPA markup and upstream notices while preserving existing authentication flows and vendored asset paths.
Changes:
- Update navbar theming, dropdown attributes, and collapse targets.
- Migrate form spacing, labels, inline layouts, and selects to Bootstrap 5.
- Refresh Bootstrap license notices and document the vendored distribution.
