Defer Undici loading in platform-node

Importing @effect/platform-node or @effect/platform-node/NodeHttpClient no longer evaluates undici, so these imports do not replace the dispatcher used by Node global fetch.

Detail:

• Load the Undici facade only when makeDispatcher, dispatcherLayerGlobal, or the Kubernetes TLS dispatcher is acquired.
• Remove the Undici namespace from the package root; use @effect/platform-node/Undici for direct Undici APIs.
• Cover side-effect-free package imports and dispatcher-triggered loading.
