fix: compact bounded cleanup JSON output

Summary

• Compact bounded-cleanup-eligible-apply --format=json output by default so operator/chat output leads with counts, blocker buckets, examples, and next actions.
• Preserve full skipped rows and handle lists behind --verbose --format=json.
• Add smoke coverage for compact default JSON and verbose full-detail JSON.

Fixes #739.
