Summary

• Bound high-level retention cleanup planning by default so large workspaces return a page of actionable rows quickly.
• Prefer cheap inventory/lifecycle cleanup candidates before deeper worktree probes, with explicit --exhaustive for full audits.
• Add continuation metadata and next commands for paged cleanup plan review.
