Set the System.php release fallback to 1.6.0-RC-13. RC-13 adds a permission for each task type (schema 441, #1878, #1881), the Directory Groups plugin and its core hooks (#1879, #1883, #1885, #1888), and a per-domain join account (#1887, #1897). It also fixes two bugs: FOS got the join password for a host with useAD off (#1891), and the API served plugin-declared secrets (#1895). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
