Workstream PR Trust Bundle

@abiorrh, please review this administrative grant mutation chunk, especially the authorization boundary, idempotency-key custody, ambiguous execution handling, and PostgreSQL integration proof.

Change

WS-MCP-002-04 - Administrative grant mutations

Goal

Allow authorized human Access Administrators to issue and revoke administrative grants through the independent MCP adapter while Workstream remains the sole authorization and replay authority.

Intent And Planning Context

  • Intent: expose exactly two fixed public-API mutation tools without copying backend authorization policy or replay state into MCP.
  • Commitrail record: .commitrail/initiatives/WS-MCP-002/WS-MCP-002-04.md
  • Initiative overview: .commitrail/initiatives/WS-MCP-002/OVERVIEW.md

What Changed

  • Added workstream_admin_grants_issue and workstream_admin_grants_revoke.
  • Added closed typed inputs, UUID idempotency-key validation, exact reason preservation, and public request-shape checks.
  • Added fixed HTTP gateway bindings for the current issue and revoke endpoints.
  • Added bounded safe-error and execution-uncertain handling with no automatic mutation retry.
  • Bound revoke success receipts to the requested grant by UUID identity; foreign receipts fail uncertain.
  • Added selected OpenAPI contract snapshots and package-data coverage.
  • Added unit, catalogue, drift, packaging, and real PostgreSQL integration coverage.
  • Updated MCP CI, README, roadmap, initiative overview, and Commitrail index.

Why It Changed

The merged adapter had read and self-service tools but no bounded administrative mutation tools. The current backend now exposes authoritative grant issue and revoke contracts, so this chunk binds only those stable public operations.

Design Chosen

The MCP adapter validates public input shape and forwards the caller bearer token, body, and typed Idempotency-Key unchanged to fixed Workstream routes. Workstream remains responsible for identity, current authority, permission checks, self-action guards, duplicate and target concealment, last-administrator protection, transactions, audit evidence, and durable replay.

Each mutation is dispatched once. Explicit backend denials are safely bounded. Timeout, transport failure, 5xx, unexpected success, or malformed success after dispatch returns workstream_execution_uncertain; the adapter does not retry or claim rollback.

Alternatives Rejected

  • Copying authorization policy or replay state into MCP.
  • Accepting idempotency keys from MCP headers or metadata.
  • Generating keys or automatically retrying mutations.
  • Exposing a generic HTTP mutation tool.
  • Expanding this chunk into service-actor or identity-link lifecycle tools.

Scope Control

Allowed Files Changed

  • mcp_server/ administrative grant tools, gateway/schema/registry extensions, contract snapshots, tests, package metadata, and README.
  • .github/workflows/mcp.yml integration coverage.
  • WS-MCP-002 Commitrail records, index, and roadmap status.

Files Outside Stated Scope

  • None.

Product Behavior

  • Product behavior changed and is explained here: authorized callers can issue and revoke administrative grants through two new MCP tools; Workstream remains authoritative.

Result Summary

Ruff: passed
mypy: passed
Non-integration suite: 397 passed, 2 skipped; 94% total coverage
Live OpenAPI comparison: 13 passed
PostgreSQL 16 administrative grant journey: 1 passed through migration 0022
Wheel build/content and installed-process startup: passed
Commitrail, Markdown, stale-documentation, reviewer-contract, and whitespace checks: passed

Acceptance Criteria Proof

  • Catalogue contains exactly eleven tools and zero resources/prompts.
  • Valid mutations perform one fixed POST with unchanged body, bearer token, and idempotency key.
  • Invalid keys, UUIDs, scope shapes, and reason bounds reject before dispatch.
  • MCP headers and metadata cannot substitute for typed mutation inputs.
  • Safe API denials remain bounded and ambiguous execution is not retried.
  • Contract snapshots match the current backend OpenAPI and ship in the wheel.
  • PostgreSQL proof covers replay across adapter restart, denials, mismatch, revoke, and current-authority removal.

Test Delta

Tests Added

  • Focused administrative grant unit and dispatch tests.
  • Real public-API/PostgreSQL integration journey.
  • Contract drift and built-wheel content assertions for both operations.

Tests Modified

  • Catalogue expectations updated from nine to eleven tools.
  • MCP CI updated to execute the administrative grant integration suite.

Tests Removed Or Skipped

  • None removed.
  • Two existing environment-dependent tests remained skipped in the non-integration suite.

Impact-Routed Reviewer Results

Reviewed code SHA: 0c5f3594

Reviewer Result Blocking findings Proof boundary and uncertainty
Security/authorization PASS None Adapter performs shape validation only; backend owns authority and replay. Hosted identity/proxy behavior remains release evidence.
Architecture/reuse PASS None Uses the shared gateway and error model; no backend imports, database access, or local policy state.
QA/test delta PASS WITH LOW RISKS None Unit, drift, package, and PostgreSQL integration proof passed. Linux CI must repeat clean-wheel/container checks.
Documentation PASS None Commitrail, README, roadmap, links, and stale-document checks passed.
CI integrity PASS WITH LOW RISKS None No gate weakening; nine full-gate macOS PostgreSQL shell-fixture failures are platform-specific and CI must rerun them on Linux.

External Review

CodeRabbit reports no actionable findings at 0c5f3594; GitHub CI is rerunning on the reconciled head.

CI And Gate Integrity

  • No workflow weakening.
  • No lint/test/docstring gate weakening.
  • Tests protect meaningful behavior; no tests were removed.
  • No package script weakening.
  • No unpinned new GitHub Action.
  • Checkout credential persistence remains disabled where checkout is used.

Remaining Risks

  • GitHub CI must repeat clean installed-wheel, container, and Linux storage-guard checks.
  • Hosted identity-provider and proxy behavior are outside local proof.
  • Current backend contracts may still change before deployment; drift checks fail closed against the selected snapshots.

Follow-Up Work

  • WS-MCP-002-05: actor and identity-link lifecycle, only after this chunk is reviewed and merged.

Human Review Focus

Please inspect:

  • Typed idempotency-key custody and unchanged downstream forwarding.
  • No local authorization policy or replay persistence.
  • One-dispatch/no-automatic-retry behavior and workstream_execution_uncertain mapping.
  • Fixed routes, exact success receipts, and safe denial data.
  • PostgreSQL replay and current-authority integration coverage.

Human Merge Ownership

  • I can explain what changed.
  • I can explain why it changed.
  • I know what could break.
  • I accept the remaining risks.
  • The user explicitly approved this specific PR for merge.

Review verdict: request changes at head 1174367164aeb7614bdbd500d6c457a6bb40faaa (reviewed against 697a321b7691633ddb2b81cc173d6b3e193ed9f2).

P2 — Revoke accepts a successful receipt for a different grant.

In mcp_server/workstream_mcp/http_gateway.py:172, admin_grant_mutation checks the receipt's HTTP status and version but does not bind its resource_id to the requested grant_id.

Independently reproduced through the actual tool invocation and gateway: revoke grant 019a2a00-0000-7000-8000-000000000003; return a schema-valid HTTP 200 receipt with resource_type=admin_role_grant, version=2, http_status=200, and resource ID 019a2a00-0000-7000-8000-000000000099. The MCP result reports success (isError=false) after exactly one POST. A matching-target control also succeeds.

Required repair: compare the revoke receipt's resource ID and requested grant ID using UUID identity. A mismatch must return non-retryable workstream_execution_uncertain. Add a regression for a structurally valid foreign receipt that asserts uncertainty, exactly one POST and no retry; retain a positive control for equivalent UUID spellings. This check applies to revoke; issue receipts contain a server-generated grant ID.

Integration and documentation follow-ups

  • Resolve the current-main conflict in .commitrail/INDEX.md, preserving both initiatives' updates. GitHub currently reports the branch as conflicting. Run affected checks on the reconciled head.
  • Address the unresolved CodeRabbit comment at .commitrail/initiatives/WS-MCP-002/WS-MCP-002-04.md:18: label the nine-tool/no-mutation statement as the pre-change baseline, consistent with the completed eleven-tool outcome.

Verification: focused MCP tests passed 41 tests, with one existing conditional live-OpenAPI skip; the wheel built successfully. Independent authorization/architecture and QA reviews confirmed the receipt defect. No additional actionable code findings were identified. Repository source was unchanged during review.

Addressed in 0c5f359. Revoke now binds the success receipt resource_id to the requested grant using UUID identity. A foreign receipt returns non-retryable workstream_execution_uncertain after one POST, while equivalent UUID spellings pass. I also reconciled current main, preserved the newer Commitrail rows, and clarified the nine-tool pre-change baseline. Local MCP validation passes: Ruff, mypy, 397 tests with 2 skips, and 13 live OpenAPI drift checks. CI is rerunning on the reconciled head.

@Abiorh001, The MCP checks passed. The failure came from the backend project_lifecycle_c lane timing out without any test failure. Could you please rerun the failed CI jobs?
