Imported tasks can now be screened and released as one complete native batch. Each operation prepares every member through the canonical Task owner, applies fresh authority per Task, and commits receipts, lifecycle facts and audits together. A late failure rolls back the entire operation; replay refuses a partially advanced or revoked batch.
The CLI adds separate source declaration/upload/status and batch import/status/screen/release commands, plus UTF-8 CSV conversion to the canonical JSON bytes retained by ART. Writes have no automatic retries. Equivalent verified-source recovery preserves the original import facts; uncertain outcomes require explicit manual replay.
Stacked on #542, with base
codex/pilot02-atomic-import. Related to #489; this draft does not close the issue. The sole migration author's 0034 correction must land in #542 before human merge, followed by bulk reconciliation onto main. Migration 0035 and the predecessor correction are sole-author handoffs, not independently authored schema changes.Validation:

Includes actual 200/500-task import→SCREEN→RELEASE, fresh replay, partial advancement, revocation, observed lock waits, late rollback and immutable/native closure controls; complete cleanup.2c9cff0a1: two native CLI cases passed in 176.02s, including CSV200 and equivalent-source recovery; complete PostgreSQL/MinIO cleanup.32d033903: 58 guide HTTP cases passed in 74.66s and 98 task/local HTTP cases in 173.76s.
