port(shields): convert to multiversioned monorepo - #226

- Ports Extra Shields to multiversion, including previously unsupported NeoForge 26.3. - Moves its platform specific code to MRU, which it now depends on. - Updated maven declarationss to specify their contents to improve build times. - Code is compliant for 26.1.2, but this has been disabled as datagen cannot be shared between the two versions. Data generated files have not been commited yet.
