Summary
Bring the reusable workflow implementations already used by the validated LibreCode templates under the same formal upstream pipeline used by
reuse.ymlandappstore-build-publish.yml.Tracked workflows:

Each implementation is now described as:
nextcloud/.github@immutable SHA -> SHA-256 verified vendor file -> LibreCode patch -> .github/workflows/<name>.ymlThe existing LibreCode reusable workflows remain the rendered output, so this PR is intended to add provenance/update automation without changing consumer behavior.
After merge,
refresh-upstream.ymlwill be able to detect Nextcloud changes for these implementations and open a reviewable PR where patch application/render verification must succeed before adoption.
