Summary

Fix two gaps in the upstream refresh path before testing it against the expanded Nextcloud source set.

  • replace the legacy WORKFLOW_UPDATE_TOKEN with a short-lived LibreCode Workflow Automation installation token scoped only to github-workflows;
  • include rendered reusable workflow changes under .github/workflows/** in the generated refresh PR.

Without the second change, the renderer could successfully update a reusable workflow in the runner workspace while create-pull-request silently omitted that change from the PR.

This is required now that the validated reusable implementations are formally tracked from Nextcloud upstream.
