feat(observability): enable Cloudflare Worker Issues

Description

Enable Cloudflare Issues in 1 Worker configuration, including each configured deployment environment. Upgrade Wrangler to 4.134.0, the first version supporting observability.issues.enabled, and update the lockfile.

Changes Made

Set observability.issues.enabled at the shared configuration level for development and production; upgrade Wrangler and its required dependency graph.

Testing

Wrangler configuration validation, frozen-lockfile validation, dependency-graph checks, and diff whitespace checks. Existing log, trace, sampling, binding, and route settings are preserved.
