feat(status): gate status pages behind the statusPages org flag - #1972
Customer status pages, 10: behind the statusPages org rollout flag
Status pages ship dark. They use the existing org rollout flags (Clerk public metadata, the same mechanism as Releases and Security Audit). The new key is statuspages; it is off by default and on for self-hosted builds.
What the flag gates
Sidebar and command palette: the "Status pages" row only shows for orgs with the flag.
Web routes:/status-pages, /status-pages/new and /status-pages/<id> redirect home for a Clerk org without the flag. It never redirects before Clerk has loaded the org, and never on self-hosted.
API v2: all 22 status page and incident endpoints, including preview, return 403 status_pages_disabled (StatusPagesDisabledError). OrganizationFeatureFlagsService is now in the api service graph. Flags are cached per org for 60 seconds per isolate. If Clerk can't be reached, every flag reads as off.
MCP: the 8 status page tools fail with McpUnavailableError (capability status_pages), because the registry has no per-org tool hiding.
Not gated: the publisher, the reconciler and the public status Worker. A page can only be created through the API, so for an org without the flag they have nothing to act on.
To turn it on: set "statuspages": true in an org's Clerk public metadata. The Preview org on the development instance needs it before a preview of this stack can be tested.
Tests
api:status-pages.http.test.ts (23 tests). With the flag off, list, create, preview and the incident list return 403. With it on, they work.
web: nav and route tests (19), plus the whole page/status-pages folder. The nav row and alsoActive follow the flag, and the redirect fires on all three routes but not on /services.
ai:status-page-tools.test.ts (14). With the flag off, the tools fail as unavailable. registry.contract passes.
Typecheck passes in domain, api, web and ai. oxlint (effect config) reports 0 issues on the 27 changed files.

Summary by CodeRabbit
New Features
Status pages can be enabled or disabled for each organization.
When enabled, members can access status pages and related incidents. When disabled, status-page navigation links are hidden, and attempts to open status-page routes redirect to Home.
Status-page tools are available to integrations only when the organization has status pages enabled.
Bug Fixes
Requests to status-page and incident features that are disabled for an organization are rejected with a clear message and a 403 response.

Walkthrough
This change adds a statusPages organization feature flag and applies it to status-page API routes, MCP tools, web routes, and navigation. Disabled API requests return a declared 403 error, disabled MCP tools return an unavailable error, and disabled web routes redirect to Home.

Adds the statusPages organization flag, its enabled and disabled defaults, the Clerk organization field, and the public 403 error contract for disabled status-page endpoints.
Status-page and incident handlers check the organization flag before proceeding. The route test layers accept configurable flags, and tests cover disabled and enabled requests.
MCP service graphs provide the feature-flag service. Status-page tools check the organization flag and record incident-related audit events. Tests verify the disabled response.

Disabled status-page routes redirect to Home. Navigation hides the Status pages row and adjusts active-row behavior based on the flag. Web fixtures and tests include the new flag.

Adds the statusPages rollout flag (Clerk key statuspages, off by default,
on for self-hosted). The web nav hides the Status pages row and the
/status-pages routes send an org outside the rollout home. The v2 status
page and incident routes answer 403 status_pages_disabled, and the MCP
status page tools fail as unavailable.

Gates status pages behind the statusPages org flag across the sidebar, web routes, API v2 and MCP tools, and gives the MCP incident audit entries the connector origin. The change since 4df71ee is a one-line export plus three metadata spreads that match the existing pattern.
tenantInRollout makes all eight status page MCP tools fail McpUnavailableError outside the rollout
originMetadata is exported and spread into the MCP incident and config audit entries
