Explanation

@metamask/changesets-changelog needs shared changelog categories and validated options.

This PR:

  • Exports the six Keep a Changelog categories from @metamask/changesets-utils.
  • Re-exports them through the plugin's categories entry point.
  • Validates the required repository option.
  • Resolves pull request numbers from commit subjects without GitHub API calls.
  • Adds tests, package configuration, TypeScript references, and changelog entries.
