This keeps OreSpawn at 4.0.6 and makes upgrades safer for existing Forge 1.14.4 worlds.
Validation: 119 tests across 31 suites; clean Java 8 build/Javadocs/Eclipse; surface and dynamic-fluid server gates; 25 structured files; 16 locales with 357 keys; isolated Mineralogy oracle and artifact audits.
No API/schema/version bump. A quick player test remains before merge.
