[FEA]: Make the pixi check and refresh workflows only use one job

Is your feature request related to a problem? Please describe.

We should only see one pixi job for the freshness check and get only one PR to refresh all pixi locks.

Describe the solution you'd like

Don't create multiple jobs to do the pixi check and refresh. Just use one.

This will have the side effect of only generating one PR for all the pixi lockfiles updates.
