Add support for partitioned DAE tests in CI

Description

This adds support for partitioned DAE tests in CI

Proposed changes

• Add a partitioned-dae SUNDIALS branch to the SUNDIALS package in the local Spack repo.
• Adds support for sundials@partitioned-dae in the GridKit. Somewhat unrelated, split from requirements for v0.2.
• Add a CMake guard on the GridKit side, since this is an experimental feature.
