Lets the debug SP send a service name in the AuthnRequest, same pattern as the existing email/SHO userinfo extensions. Needed to test the Stepup-Gateway/GSSP service-name feature (Stepup-Gateway#624, Stepup-gssp-bundle#49, Stepup-gssp-example#141) without EngineBlock in the loop, currently worked around in OpenConext-devconf by mounting a full local copy of this file over the image's.
