feat: add a quick link to open each application from the list - #19

Applications with a Homepage URL get an external-link button in the list, next to the people count. It opens the homepage in a new tab. Applications without one look the same as before.
The row can't stay a single link with another link inside it, so it now uses the same stretched-link approach as the users table. The whole row is still clickable and still highlights on hover and keyboard focus, and the button sits on top of it.
Screenshots are of the real Applications page against a local database with two seeded apps, one with a homepage and one without, with the first row hovered. I checked in a headless browser that the button opens a new tab and leaves the list in place, and that clicking the row still opens the app's settings.
