Ordnung's paranoid tier gained a job holding pull-request titles to the same
Conventional Commits rule the commit-msg hook already applies to commit
subjects (PowderworksCode/ordnung#46). On a squash merge the title is what lands
in the history, so it was the one message nothing graded.

One file, generated by ordnung fleet sync — the content is the tier's, not
hand-edited.

The title is read through the environment rather than interpolated into the
script, since it is text somebody outside the repository can write.
