Bootstrap: sync spine for StringHtmlspecialcharsDecodeLlvm (#16508)

Summary

• Add lib/JIT/Builtin/StringHtmlspecialcharsDecodeLlvm.php to the self-host compile spine (test/selfhost/compiler_lib_spine_smoke/main.php) — required after php-in-php: AOT standalone link — __string__htmlspecialchars_decode bridge missing (StringHtmlspecialcharsDecode) #17568 AOT standalone bridge landed without spine sync.
• Regenerate docs/bootstrap-inventory.md so php script/bootstrap-inventory.php --check is green.

Root cause

check-selfhost-spine-coverage-sync.php failed with one missing inventory file on the spine path. This blocked ci-fast.sh before the vendor-hygiene phase (#16508).
