Remove cruft from prettierignore and gitignore files.
Reason for Changes
Our prettierignore and gitignore files referenced some since-removed code. This removes those references. This is a follow-up to #10128
Test Coverage
No tests added. I validated my changes by running install, build, lint, test, and format locally.
