Session ingestion contribution needs repository gate fixes #3199

Description

@ScriptedAlchemy

PR #3185 repository gates fail the pinned Rust formatting check, which prevents the dependent Linux, Clippy, feature-gate, dashboard, and shipped-CLI jobs from running.

Evidence: https://github.com/ScriptedAlchemy/tracedecay/actions/runs/37764438302/job/113506951375

The only formatting difference is crates/tracedecay-global-db/src/tests/source_rewrite.rs:48: rustfmt collapses begin_observation_source_rewrite's arguments onto one line. Format that source using the pinned toolchain, then rerun the gates with the substantive source-rewrite and skipped-frontier regression checks.

Integration also needs to normalize the two contribution commit headers: they are 80 and 83 characters, exceeding this repository's 72-character requirement. Preserve contributor credit while preparing the combined verified fix.

The subsequent focused Bazel Clippy check also found clippy::clone_on_copy at source_rewrite.rs:51: the contribution passes generation.clone() although the generation value implements Copy. Remove the redundant clone and rerun the affected Clippy target. The 10003-row runtime regression already passes.
