Keep file state updated Use isDownloadRequired in OpenFile to completely open any file that doesn't need downloading. Improve logic to prevent erronious ENOSPC error.

This adds an offline access feature in the file cache.
This feature is enabled by default.
I still need to add documentation, both to the README, and separately to a dedicated feature user guide.
