Mobile navigation loses access to existing destinations, and Home/Public can both be marked current.

What changed in this PR
This PR introduces an initial mobile layout for the folder explorer, moving navigation into the storage header on narrow screens.
Changes:
- Hide the sidebar at widths of 700px or less and adjust content sizing.
- Add Home/Public shortcuts with current-location indicators.
- Allow header controls to wrap on mobile.

… and list, but restrict the Add button - hide if the user does not have edit access. Prompt: add folder pane header to all storage views, remove all the code that allowed it to be hidden. Permissions are not refreshed after authentication or active-folder changes, and hiding breadcrumbs at the responsive breakpoint removes the only parent-folder navigation control.
