The mobile-friendly browse header changes have no active review issues.

What changed in this PR
Makes the browse page header mobile-friendly with responsive styles for screens up to 768px wide.
Changes:
- Adjusts header sizing and padding for narrow screens.
- Uses a wrapping flex layout for the URI input and Go button.
- Lets the URI field resize while keeping the Go button from shrinking.
