What changed in this PR
This pull request changes releases from pull-request-driven versioning to explicit semantic-version tags and aligns supporting workflows with main.
Changes:
- Triggers production releases from
X.Y.Ztags and publishes versioned artifacts. - Updates documentation for tag-based releases and the .NET 10 runtime.
- Moves RC, PR, and external-PR workflows to
main. - Removes the obsolete PR version-preview workflow.
