What this changes

Adds 10 foreign-language exam centres to data/places/foreign_lang_exam_centre.json, covering cities that had little or no coverage: Nairobi (2 more), Sydney (3 more), Melbourne (2), Brisbane (2) and Perth (1). npm run validate and Prettier pass.

Coordinates come from OpenStreetMap (building or entrance nodes where mapped, otherwise the building centre), not from Google Maps. The Google Maps rating and review columns are not filled in yet, so this PR is a draft until they are checked against the quality gate. Any place that fails the gate will be removed before it is marked ready.

• Each place's rating is 4.0 or higher.
• Each place has 50 or more reviews.
• Coordinates point to the correct entrance.
• The JSON record stops at gmaps_link and added_by (plus the exam field the data guide asks for; no proof fields committed).

Checklist

• The site hosts no copyrighted files; resource and paper changes are links only.
• No em dashes in any copy.
