Renovate config groups the oxc lint toolchain with ~120 packages and still targets eslint/prettier #1859

Describe the bug and the steps to reproduce it

Renovate has not merged a dependency update since #1124 (2026-08-17), and the oxc lint toolchain cannot update through it.

1. The "lint & format" group in .github/renovate.json still lists eslint, prettier and their plugins from before the oxc migration (chore: migrate toolchain to oxc + TypeScript 7 + vite 8 #949). oxlint, oxlint-tsgolint, oxfmt and oxlint-plugin-eslint fall into the catch-all "all non-major dependencies" group, with about 120 other packages. One failing package there blocks all of them.
2. That catch-all PR (chore(deps): update all non-major dependencies #1618) was closed unmerged on 2026-10-05. The Dependency Dashboard (Dependency Dashboard #50) now lists oxlint, oxfmt, oxlint-plugin-eslint and oxlint-tsgolint under "PR Closed (Blocked)".
3. The oxc tools must move together: oxlint 1.89 requires oxlint-tsgolint >= 7.0.2003. oxlint-tsgolint 0.x to 7.x is a major, so it sits under "Pending Approval" on its own, apart from the oxlint minor it depends on.

Expected: the oxc toolchain (oxlint, oxlint-tsgolint, oxlint-plugin-eslint, oxfmt) gets its own group, majors included, so the tools update together in one PR. Remove the stale eslint/prettier entries. Consider splitting the catch-all group so one bad package does not block the rest.

The oxlint and oxlint-tsgolint bump itself was done by hand on #1840 (commit f430f0f). This issue is the Renovate config, so it stays current.
