This tools makes it clear what are implicit and explicit dependencies of this project. In addition to that, it allows for programmatic dependency checking. Signed-off-by: Randolph Sapp <rs@ti.com>

There is a slight bug with commit-check that'll make some false-positive failures for a bit. See upstream commit-check/commit-check#462 |

Move the dependency bumping task from me to a bot so I can actually review things and push them through a little faster.
Right now this will generate 2 pull requests a month. One will specifically be for workflow actions. The other will be for Python dependencies.
