Removed duplicate bullet points in CONTRIBUTING.md

First time contributor, was reading CONTRIBUTING.md and noticed that #12894 added duplicate bullet points in the "What is an Algorithm?" section.

• Add an algorithm?
• Fix a bug or typo in an existing algorithm?
• Add or change doctests? -- Note: Please avoid changing both code and tests in a single pull request.
• Documentation change?
