This PR formalizes release 0.31.1, addressing CRAN checks not resolved by 0.31.0; namely:

• addresses ASAN check failures
• fix broken URLs due to new GH pages deployment
• remove static libraries from installed package for R >= 4.5

Thanks for the CRAN release! I noticed the core tiledb wasn't updated to 2.27.2; or not intended for this release?

Hi @cgiachalis, this release was oriented towards solving CRAN check failures that

• prevented TileDB-R 0.31.0 from going to CRAN in December
• began affecting TileDB-R 0.30.2 on CRAN, thus setting a deadline before mandatory removal from CRAN (a policy we fully support, as it means CRAN is actively re-checking packages and ensuring they remain in good working order)

As such, we felt it was imperative to focus on solving these check failures so that users may continue fetching TileDB-R from CRAN
