Consolidates the safe Dependabot bumps: - MetadataExtractor 2.8.1 -> 2.9.3 (GeoLocation is now a struct; GetGeoLocation() returns GeoLocation?, handled in EXIFDocument) - HtmlAgilityPack 1.11.71 -> 1.13.1 - System.CommandLine 2.0.0 -> 2.0.13 - System.IO.Packaging 9.0.0 -> 10.0.13 - System.Security.Cryptography.ProtectedData 9.0.13 -> 10.0.13 - CommunityToolkit.Mvvm 8.4.0 -> 8.4.2 - Microsoft.NET.Test.Sdk 17.11.1 -> 18.11.0, xunit 2.9.2 -> 2.9.3 Deferred: Avalonia 11 -> 12 (major, needs UI migration) and PDFsharp 6.1.1 -> 6.5.0 (6.5.0 fails to open existing PDFs in this build). Both to be handled separately.

Consolidates the safe Dependabot bumps into one PR. Excludes Avalonia 12 (major, needs UI migration) and PDFsharp 6.5.0 (breaks PDF parsing in this build); both deferred. Supersedes Dependabot PRs #7-#10, #12-#15. All tests green locally on net10.0 and net48.
