Summary
Add @orthur2, the 0.7.3 release manager and a PPMC member, to the required reviewers of the
releaseenvironment in.asf.yaml. This lets the release manager approve the source signing and ATR upload job and the final crates.io deployment.prevent_self_reviewis alreadyfalse.GitHub allows at most six required reviewers, and any one approval is sufficient. This change brings the list to five. The
asyncband-committersteam cannot be used instead because it is a secret team, and GitHub ignores secret teams as required reviewers.
