Rationale for this change
There are a couple of minor change to the release documentation. We need to publish the workspace, not just a crate. Also we need to update the version number in two places to publish to crates.io.
What changes are included in this PR?
Updates described above and set the version example to a more recent number.
Also did a drive by update on the workflow since releases start a 1 not 0.
Are there any user-facing changes?
None, documentation only.
