Document the third parameter (idx) of REGEXP_EXTRACT_ALL in both the dev and 4.x versions, in English and Chinese: group selection semantics (0 = whole match, 1 = default first group), empty strings for non-participating groups, and the out-of-range error contract. Function change: apache/doris#66050
