Backports #19098 (3ffe295) to dev/1.3.

Preserve NO_AVAILABLE_REGION_GROUP through LOAD schema analysis and map it to LOAD_TEMPORARY_UNAVAILABLE_EXCEPTION, retaining the TsFile and statement for retry. Permanent metadata errors remain terminal; persistent region loss still requires operator intervention.

Adapt the source schema-helper logic to the existing nested 1.3 verifier and use the 1.3 Analysis, statement and TsFile APIs. Preserve type-mismatch conversion priority and port all five source regression scenarios, with an additional regression case for that priority.

Target base included in this branch: 91336b6.

Validation:

  • mvn -o spotless:apply -P with-integration-tests -pl iotdb-core/datanode
  • Clean DataNode rebuild, using upstream IoTDB modules compiled from clean source at the same snapshot, with the local build cache disabled.
  • mvn -o test -pl iotdb-core/datanode -am -Dtest=LoadTsFileAnalyzerDiagnosticsTest -Dsurefire.failIfNoSpecifiedTests=false: 9 tests passed, with no failures, errors or skips.

The full test suite was not run.

* Fix automatic LOAD retries during region recovery

* Preserve wrapped region recovery errors during LOAD

* Clarify region-unavailable LOAD retry semantics
