What changes were proposed in this pull request?

Add a README that captures key design decisions and guidance related to our GitHub workflows.

Why are the changes needed?

I did a lot of research into the how and why of various workflows as part of #57015. I believe this research would be very useful to other contributors working with these workflows. This new README is intended to capture a useful summary of why things are the way they are, and how to keep things working for the project and in compliance with ASF guidance and limits.

Does this PR introduce any user-facing change?

No.

How was this patch tested?

No tests required. It's just a README.

Was this patch authored or co-authored using generative AI tooling?

No.

cc @HyukjinKwon - I'm going to wait for #57187 to be merged before I create a ticket for this and mark it as ready for review, just in case there is some reason the guidance about composite actions needs to be updated.
