fix(laravel): honor mcp.enabled and add mcp.middleware - #8789

The /mcp route is registered outside the API route group, so api-platform.routes.middleware never applied to it, and mcp.enabled was not read at all.

/mcpis registered outside the API route group, soapi-platform.routes.middlewarenever applied to it, andapi-platform.mcp.enabledwas never read. This gates both the services and the route onmcp.enabled, and addsapi-platform.mcp.middleware(default[]) applied to the/mcproute.
