Extract subagent-facing prose from SKILL.md into bundled templates

• What: Split SKILL.md by audience per Restructure SKILL.md: extract subagent-facing prose into bundled template files #27: relay-only prose moved to templates/{standing-checks,design,formats}.md (pasted into dispatch prompts by path, same convention as ../_vendored/ engines); the role table is routing-only; the three wayfinder borrowings (fog test, "an index, not a store", HITL hard-rule sentence) folded in. SKILL.md: 480 → 442 lines; the 500-line cap is unchanged by explicit decision.
• Why: Editing a reviewer check or output format churned the orchestrator spec against its line cap; contract tests couldn't tell "moved" from "gone". Tests now load each template as its own constant and pin content where it lives, plus new pins (paths named in SKILL.md, no template-to-template references, no ## architect section in formats.md).
• Notes: Full suite: 112 tests, all green on a clean tree; a local tree with an active shepherd run trips test_repo_does_not_duplicate_shipped_config_files via the run's own .shepherd/config.json (accepted exception, follow-up below). Fulfillment 19/20 MET + accepted exception; reviewed by staff-review, thermonuclear, ponytail-review to zero findings. {role.format} pastes a role's formats.md section; whether the ## heading line rides along is deliberately unpinned — either reading works.

• chore: Follow-ups from evaluating the apify-mcp-server #1147 run #21's SKILL.md follow-ups land separately (per Restructure SKILL.md: extract subagent-facing prose into bundled template files #27's ordering note).
• Proposed as issues (pending): contract-test pin for formats.md's ## explorer section; make ## final_reviewer self-contained; scope test_repo_does_not_duplicate_shipped_config_files to tracked files so dogfood runs don't redden the suite.
