emrg: the competition prompt has no section a round may reason in without evidence #2607

Observed

emrg/server/competition_prompt.md ends a round with seven questions, three host-facing answers and six gate lines — Translation, Scope, Coverage and counterexamples, Resolution, the explanation least wanted, reverse self-defence. Every part of that summary is measured against something: a reading, a denominator, a resolution, a counterexample.

There is no place in it for a guess. A round whose one new idea cannot be evidenced yet has two options — leave it out, or write it as though the gates had cleared it — and both lose the idea. The gates are the wrong instrument for it: a check whose criterion is the evidence a guess does not yet have can only delete the guess.

Measured on this checkout: across the 401 lines of the template there is no occurrence of reflect, instinct, wild, exempt, novel or innovation, and no section exempt from the six gate lines. Phase D requires at least one attempt the last round had not tried, and the summary requires a resolution and a counterexample — so the round is repeatedly asked to produce something new while being given no place to put the part of it that is not yet measurable.

Expected

One section of the closing summary is exempt from the six gate lines and from any requirement that it carry a reading. Its judgement is a single question instead: how much of what it holds could those six gates have produced on their own? A section the gates would have generated anyway is filler; one they could not is the reason the section exists. The exemption is bounded — anything in it that becomes an action that spends a submission or compute returns to the ordinary discipline, and the section says so when it does.

What the fix must satisfy

  1. The exemption is stated in §5, where the summary's shape and the six gate lines already live — in the section that owns the subject, not appended at the end of the file.
  2. The bound is stated with it: spending a slot or compute ends the exemption, and a claim that becomes an action is pre-registered, measured and attributable like any other.
  3. A test pins the exemption and its bound, asserted against §5's own body rather than the whole document, so that deleting the section turns the pin red instead of leaving a green report about wording elsewhere in the file.
