Description of changes

Adds AWS::Serverless::WebFunction to the Globals section.

• Supported properties: Runtime, Timeout, EnvironmentVariables, ExecutionRoleArn, AuthType, KmsKeyArn, LoggingConfig, ScalingConfig, ThrottleConfig, MaxConcurrencyPerEnvironment, EgressNetworkConnectorArn, EndpointType, AutoDeploymentMode, ReplicaRegions, Tags.
• ReplicaRegions follows the default list behavior: a resource's Regions are appended to the global ones (duplicates are removed).
• Runtime and AuthType are now optional in the resource schema because they can come from Globals. The transform still raises 'Runtime' is required or 'AuthType' is required when neither the resource nor Globals sets them.
• Per-resource properties (FunctionName, CodeUri, InlineCode, EntryPoint, EndpointName, EndpointDescription, RevisionDescription, RevisionWeights) aren't supported in Globals.
• Updated docs/globals.rst and regenerated the schemas.

Description of how you validated changes

• New transform test webfunction_globals. One function inherits every global. The other overrides AuthType and Timeout, merges EnvironmentVariables and Tags with the globals, and its ReplicaRegions is appended to the global list.
• New error test for a per-resource property (EntryPoint) in Globals. Updated the two existing error tests that list the supported Globals types.
• make format-check, make lint (ruff, mypy, cfn-lint) and make test pass. The new output is added to the existing .cfnlintrc.yaml W3005 exclusions for WebFunction outputs.
