chore: declare uv extras for full validation

Summary

• Declare the existing dev, typer, quality, and benchmark uv extras on
  the authoritative ./tests/full_validate.sh manifest test command.
• Keep dependency ownership in pyproject.toml while allowing Base setup and
  test execution to select the complete documented validation environment.

Validation

• UV_CACHE_DIR=/private/tmp/base-cli-uv-extra-cache uv run --extra dev --extra typer --extra quality --extra benchmark ./tests/full_validate.sh
  • 593 tests passed.
  • 250 subtests passed.
  • 87.23% coverage.
  • typing, style, contracts, benchmark, and security gates passed.
• The manifest parses through the paired Base implementation as
  ('dev', 'typer', 'quality', 'benchmark').

Paired Change

Depends on base PR #2394, which implements the generic test.uv_extras
manifest contract.
