Dependabot's certifi bump left test constraints, vendored requirements, and the Gazelle manifest integrity hash out of sync with the updated lockfiles. Update the test constraints and derived lockfiles, refresh the Gazelle manifest hash, and regenerate the vendored requirements definition to match certifi 2026.10.19.
