Add a Supported Browsers page to the User Guide, adapted from the browser support policy on the BMO wiki: full support for current Firefox (including the latest ESR), Chromium-based browsers and Safari; limited support for the previous release of each and for pre-release builds; Internet Explorer unsupported; JavaScript required for full functionality.

Fixes https://bugzilla.mozilla.org/show_bug.cgi?id=1557154
Adds a Supported Browsers page to the User Guide (docs/en/rst/using/browser-support.rst) and links it from the User Guide index.
The tiers are adapted from the existing browser support policy on the BMO wiki (https://wiki.mozilla.org/BMO#Browser_Support_For_BMO), made generic for upstream:
Firefox ESR stays in full support since bug 1557596 (dropping ESR) was resolved WONTFIX. The BMO-specific analytics and Do Not Track notes were left out. Happy to adjust the tiers if the project wants a different policy for 6.0.
Built locally with Sphinx; the new page renders and adds no warnings.
